Expedited
Review Fees and Procedure –
- Expedited review requests must be approved by the
District Staff prior to submittal for the expedited review. Expedited review requests will be
honored and scheduled pursuant to staff availability.
- A pre-application meeting is recommended for
project interested in pursuing an expedited review, but is not required.
- Agencies exempt from Erosion & Sediment
Control (E&SC) Plan project fees will not be eligible for the
expedited review.
- The following are to be submitted for the
expedited review:
- Two checks: *Payable to the Butler County
Conservation District
i. The initial E&SC Plan Project Fee
ii. The expedited E&SC Plan Review Fee equal to double
the initial project fee.
- The NPDES Permit Fees (if applicable).
- The NPDES Notice of Intent – NOI and
required documentation (if applicable)
- The E&SC Plan narrative and drawings
- The E&S Manualšs E&SC Plan technical review checklist
- The Post Construction Stormwater Management
(PCSM) narrative and drawings (if applicable).
- Individual NPDES permits require a PCSM review by
the Department. The Department will review the PCSM plan on their
schedule. This expedited review process is only for the E&S plan and
does not guarantee that the NPDES permit will be issued upon the E&S
plan approval.
- NPDES Projects only –
- The Conservation District will conduct an
administrative review of the documents within five (5) working days of
receipt of the scheduled expedited review submission. If the administrative review
determines that the submission is incomplete, both the applicant and the
plan designer(s) will be notified by both an e-mail and telephone
call. The notification will
identify the omissions and request that the documents be resubmitted.
- The technical review process will begin once the
submission is administratively complete. Projects disturbing 0-50 acres will be reviewed within
10 working days. A plan disturbing 50-100 acres will be reviewed within
15 working days of receipt. Expedited review letters will be faxed to the
applicant and engineer and will be deemed received as of that date
- A cover letter detailing the revisions that were
made and plan sets with the changes highlighted must be provided. The
District will commit to reviewing the revisions within twice the number
of days it takes for the revisions to be submitted (i.e.; the District
will have six working days in which to review revisions submitted within
three working days of receipt of review letter).
- E&S Reviews only (Less than one acre of
disturbance)
- Projects will be reviewed within 10 working
days. Expedited review letters will be faxed to the applicant and
engineer and will be deemed received as of that date.
- A cover letter detailing the revisions that were
made and plan sets with the changes highlighted must be provided. The District
will commit to reviewing the revisions within twice the number of days it
takes for the revisions to be submitted (i.e.; the District will have six
working days in which to review revisions submitted within three working
days of receipt of review letter).
- Projects on which an expedited review is
requested should be far enough along that E&S review is one of the
final steps in the approval process – repeated submissions of the
same project because of design changes are unacceptable. Once a plan has been
deemed adequate, it will not be accepted a second time for expedited
review.
- The expedited fee will cover an initial review
plus two follow-up reviews, if needed. If a third follow-up review is
needed, it will be outside of the expedited review system and will require
an additional fee based on 30% of the usual fee.
